Faction-Specific Rules

The following rules are the set OOC rules for factions. Understand that there may be rules missing from here that exist in another section. Please ask your faction leader/moderator to clarify any rules you are unsure of.







San Andreas Police Department





The SAPD has authority over all civilians in the state of San Andreas as they're a state agency.
The SAPD are permitted to patrol, and have authority over the entire map, excluding the red and yellow zone. Permission is required to enter these zones.
The SAPD cannot fire other faction members even if they have committed a crime, they must make efforts to contact the National Security Branch of the Federal Bureau of Investigation and hand over any relevant evidence.
See the Faction-Wide Roleplay Rules regarding recording equipment, as they are mainly directed at the FBI.

The SAPD has a cap of 65 members. If the roster exceeds or meets 65,

recruitment must be closed.
If a crime is committed that is a violation of local, state, and federal laws, the FBI has NO right to take over the investigation. State and local law enforcement agencies are not subordinate to the FBI, and the FBI does not supervise or take over their investigations.








San Andreas Fire and Medical Department




FMD is a State Agency.
FMD has authority only in medical situations.
FMD has full authority over security of their events and LEO factions must provide security for these events if they're available.
Firearms are only to be used for self-defence.
FMD has to roleplay reviving players, they cannot just use the commands.










Department of Correction




R4+ of the DOC require OOC permission from the moderator/
LEOs can request for the DOC to imprison the player for 2 hours instead of the usual 1 hour. (You cannot have the reason "being corrupt" to prison someone for 2 hours and randomly add the charge, a serious offense (e.g. murder) HAS to have been committed in order for the person to be prisoned for 2 hours).

Important: You don't have to be most wanted/have 6 charges to be prisoned for 2 hours, it's down to the LEOs handling the situation as to how long you are imprisoned for.

Important: Any sort of government corruption counts as a serious crime, and can be punishable by 2 hours of IC prison time.








San Andreas Government





The SAG has authority to all states and below while it's faction itself is State Agency.
They are allowed to create, remove and edit laws.
They have the full authority over LEO factions during Government-held events, such as tax refunds, racers & other events
The Government must fund the factions fairly (no corruption is allowed in relation to paying factions, nor is stealing from the treasury through faction payments allowed).
The Government cannot order other factions to fire, hire, promote, demote or to suspend people.
The Government cannot force other factions to give them the usergroup access, they can ask.
The Government cannot order an LEO to add charges on someone without showing concrete evidence.
The Government cannot run crime scenes or training but they can set up an operation for the state agencies and below.
Firearms are only allowed to be used for defense (the Government is not an LEO faction, admins can punish government members for acting unrealistically with their supplies (for example, showing up at a crime scene and pulling your gun out, involving yourself as an LEO).
If a part of the Government's forum section refers to a specific law for IC use, the law must be stated somewhere else in the section. (this does not include general laws like punishment for committing a crime etc).
If a relevant faction moderator sees an issue with an IC bill, they may intervene with its implementation for OOC reasons, if necessary (i.e. unrealistic, doesn't mesh well with the faction dynamics/SARP playstyle etc).






Federal Bureau of Investigation


The Federal Bureau of Investigation is the domestic intelligence and security service of the United States, and its principal federal law enforcement agency. Operating under the jurisdiction of the U.S. Department of Justice.
Although many of the FBI's functions are unique, its activities in support of national security are comparable to those of the British MI5 and the Russian FSB. Unlike the Central Intelligence Agency (CIA), which has no law enforcement authority and is focused on intelligence collection overseas, the FBI is primarily a domestic agency
The faction has access to a set of powerful features, both RPly and scriptwise. As such, the faction works closely with the Faction Director to ensure that the faction is run properly, without too much admin intervention. Rules that ensure FBI stay focused and are kept in line with such power are listed at the bottom.
FBI has investigative authority over all factions at all times.

The specific rules and procedures are simply to inform the community of how the faction generally works. They may be edited in the FBI private section at times, and may not always be updated here. This does not mean that anyone is exempt from the up-to-date procedure, just because they didn't know about it.



Trust that if an FBI agent is exercising the powers bestowed upon them by the server script, they have a rule enforced by the Faction Director behind them. If they are caught going against this at all, as stated above, they will be banned and actions will be revoked.



There is no chance of the FBI's power being abused here without being caught.








San Andreas Network





San Andreas News has jurisdiction throughout San Andreas as they are a private faction
SANews does not have authority to intervene with outside matters of their faction.
SANews members are allowed to use their firearms only for self-protection, and are subjected to the firearms that are in their locker.








Hitman Agency






Hitmen use fake LEO badges that can not be seen as a fake badge, or distinguished from a legitimate badge, even by a law enforcement officer.
Any OOC attempt to reveal a hitman is not allowed. This includes using /members (this is an OOC command anyway), /or or other OOC means. Stating over /or that someone is obviously a hitman because they aren’t responding in either the IC or OOC radio will be classed as MG.
Hitmen can force-CK if they are able to catch a player who is investigating them, however they must have valid evidence to prove this investigation. The HA and FBI moderators/faction director must approve this force CK beforehand.
If a knife or C4/bomb is found on a hitmen through frisking or other means, players cannot instantly assume affiliation with the Hitman Agency. They can however treat them realistically (possibly as a terrorist).
HA members will now be restricted on their ability to join factions:
A faction can only have 3 hitmen in at one time, except SAPD which can have 6.
A faction cannot have pure hitman leadership (the R5/7 and R6/8 roles in a faction cannot both be filled with hitmen or hitman affiliates).
The leaders of the Hitman Agency cannot be high command in another faction (up to R3 in 6-rank factions, up to R4 in 8-rank factions).






Judicial Department


The Judicial Department is a State Agency.
The Judicial Department cannot order other factions to fire, hire, promote, demote or to suspend people, unless it's during a Court Case
They have the full authority over LEO factions during Judicial-held case, such as Court Case, Trials or lawsuit.
The Judicial Department cannot force other factions to give them the usergroup access, they can ask, unless it's the Attorney General. (Only SAPD)
The Judicial Department cannot order an LEO to add charges on someone without showing concrete evidence.
The Judicial Department has the full authority to hand out any form of punishment(s) to any individual who is being involved in a Court Case.
The Judicial Department must give the player at least one chance to reschedul if they cannot attend, but if they fail to attend the next scheduling, then the Judicial Department can contact the San Andreas Police Department with an arrest warrant.

Cali Cartel






Cali Cartel will no longer have access to tanks/hydras/hunters.
Cali Cartel may not force CK, however they may player-kill players whom are investigating them; doing so means the investigation/casefile will be deemed invalid and no longer can be acted upon by those who have been player-killed. (E.G - an agent involved is PKed, but then helps FBI raid them with later roleplay)
Character kills are not permitted under any circumstances.
Cali Cartel are to strictly focus on the sale of narcotics and weaponry and should not stray away from their purpose.











Regulations on Illicit Organizations





All illicit organizations such as the Hitman Agency, the CJNG, and others are subject to the rules below.




If you have evidence of a law enforcement agency investigating you as a part of an illicit organization then you may pursue involved agents/officers and character-kill them, however the investigation may be continued by another Officer/Agent at their own discretion if the casefile is still within a database or if the investigation documents haven't been demolished.
If the law enforcement agency carries out an investigation on an illicit organization and successfully arrests members of said organization, then those members will automatically be removed from their organizations.
If the leader and co-leader of an illicit organization are arrested simultaneously then the organization will automatically be purged. The organization cannot switch leadership once an investigation is under way to avoid being purged.
All character-kill requests must be ran by either the Faction Director(s) or the Faction Moderator where any evidence will then be thoroughly reviewed and permission will be either granted or denied.




All arrests and investigations must be approved by the director of faction management.







FBI agents can only enforce federal law and can enforce federal law across the nation. Local police can enforce state laws within the entire state and local ordinances in there city or town. County and State police can enforce state law within there state. A federal agent can arrest a local, state or county officer if they are caught violating federal law. A local, state or county officer can arrest a federal agent if they are caught violating that officers state law.
